Gao would eventually meet and partner with Tom Duncan. Duncan had acquired the rights of the Rockwell brand of power tools that first hit the market in 1981. Duncan would eventually become the head of the company’s headquarters in Charlotte, North Carolina.

The strategic North Carolina headquarters allowed both Rockwell and Worx to start expanding their sales into North America.
